The report indicates that one of the essential factors that contribute to extending the right to participation is the monitoring and reporting of the legal and administrative framework’s implementation. The first part of the report constitutes the roof of the three-section report and the information that was provided regarding the “Monitoring Report of Guidelines for EU Support to Civil Society in Enlargement Countries”. The second part offers an assessment regarding the regulation of Turkey’s right to participation. Also, it includes information on the nature of the legislation concerning employment and volunteering in NGOs, financial rules, and reporting obligations that CSOs are subject to, funding tools for CSOs, public funds for CSOs, and NGOs’ participation in political decision-making processes.
