Apart from the Legal acts law that frames the whole drafting process, no official document exists. The Rules for consultation are expected to initiate a process in that direction. There is a necessity to unify rules and practices of consultation as various bodies of consultation exists within the different institutions, which are dispersed, with different approaches and regulation, scope of work, etc.
The binding forms of consultation are the Legal Acts Law, the consultations within the National Economic and Social Council (however not open for all NGOs) and also the binding principle of partnership in the EU structural funds Regulations (however, still not vastly and efficiently applied)
The Legal Acts Law also allows CSOs to initiate policies and laws, it regulates the civil dialogue e.g. cooperation with the Parliament, cooperation with municipalities.
