The Government Office for Cooperation with NGOs started to invest some efforts in donor coordination in Croatia, in 2007. It established regular communication with all state funding donors on national level with aim to improve system of state funding, in general. Fallowing measures from Operative Plan of National strategy for the creation of an enabling environment for civil society development from 2006 to 2011, the Office developed annual plans and calendars of public calls from state funding and initiated discussion on their priorities. It participated actively in organizing the National donors’ conference in Dubrovnik, in October 2008, where all efforts toward better donors’ coordination on national level were presented. Once again, there was pointed out importance of synergy among representatives of donors’ community, both public and private, as well as cooperation with CSOs from targeted area.
The Office was invited to give presentation of its efforts, as example of good practice, on DECIM’s Round Table on issue of CSO’s sustainability, held from 28 till 30 October 2008. in Paris, in organization of the European Commission, the World Bank and the French presidency of EU. Small number of Croatian CSOs was also present on DECIM’s meeting in Paris.
Even progress has been made in the area of donor coordination for Croatia, there is still quite lot of work that needs to be done – as it is pointed out on Congress “Civil Society Challenge Public Authorities” held from 16 till 18 April 2009., in Ljubljana, DECIM is still to far from the national levels where better donors coordination should be establish, because each country has its own priorities. Possibility is to appoint national consultants from the side of the CSOs on the national levels, to provide donors with relevant information for civil society (and its sectors) in specific country. It is emphasized that CSOs need to be included more in the work of donor coordination and that donors – CSOs’ partnerships, on that level, should be reinforced.
