At the conference titled “Draft Model for Reforming the State System for Financing CSOs” held on 27 October in Skopje, MCIC presented draft proposals for reform of the public financing system. Moreover, MCIC proposed that the documents that are defining the financing procedures, namely the Code for good practices for financial support to CSO, and the Law for associations and foundations, should be made legally binding. Adopting this model would provide for: increasing the amount of funds for financing CSOs from 5 mil to 30 mil EUR; encouraging the ministries to allocate funding for activities which are their priority, but also to support and cooperate with civil society; expanding the available means of financing; improving the transparency, effectiveness and accountability of the distribution procedure, through open calls with clear criteria, and independent selection and evaluation committee.
