BCSDN is glad to present the 2019 edition of the Monitoring Matrix on Enabling Environment for Civil Society Development, examining developments in the Western Balkan countries. In 2019, the Western Balkans experienced socio-economic and political challenges that remained unfavourable towards civil society development. While the freedom of association continues to be legally guaranteed in the countries, there are shortcomings in protecting against state interference in CSO activities. Simultaneously, the legislative and tax frameworks for CSOs to function, pose significant challenges for donors in most countries. Overall, not many changes were introduced in 2019 to improve the enabling environment for development of civil society in the Western Balkans region. Read more here.
