The reference tool strives to support National Human Rights Institutions (NHRIs) in applying their functions during times of public emergency and post-emergency, whether they are formally declared (as emergencies or states of emergency, or below some other formal classification), or are de facto imposed. The tool does not provide an exhaustive list of actions to be undertaken or offer prescriptions. Instead, it aims to serve as a reference and an incentive and inspiration for NHRIs’ activities. The tool has been written in the context of the COVID-19 pandemic and, as such, refers to this specific health crisis. At the same time, it is created to serve NHRIs in an emergency – in any case where an extraordinary situation prompts a state to restrict guaranteed human rights and fundamental freedoms.
