Development of the Slovenian Civil Society Sector 2012-2015 – Initiative the Parliament and the Future Government

Due to the non stimulating environment and chronic lack of finances in civil society, the sector is increasingly lagging behind the EU average. Therefore, networks, associations and organizations that bring together thousands of associations, institutes and institutions sent a proposal for emergency measures to overcome stagnation of the sector before the formation of new government.  Although it appears that the modernization of financial and fiscal policies towards the sector will have a significant effects, the signatories warn that the structural problems of the CSOs are a result of the non stimulating legal environment, esp. the Law on public benefit. Also, the unused part of the 0,5% tax return relief which is used only by 30% of citizens, but if utilized 100% would amount to 7,5 million Euro could be allocated to funding development and project by CSOs, since this allocation is pre-allocated to the sector by the State budget.
