In 2006, the Coalition of NGOs - By Cooperation towards the Goal has been established. The Coalition comprises 217 NGOs from all fields of activity: development of democracy and rule of law, protection of human rights, ecology, women's organizations, protection of children rights, non-institutional education, European integration, etc. The Coalition is focused on establishing a better dialogue and cooperation between the Government and NGOs. In addition, the Coalition aims at enlarged transparency in work of the members themselves.  

 Coalition  initiatiated   the adoption of the Strategy for Cooperation between the Government and NGOs. In addition, a working group made up of members of Coalition  adopted a Code of Conduct for NGOs. In order to increase resources for NGOs in Montenegro from public funds, the Coalition initiated the adoption of special regulation. It was also adopted by the Government and regulates manners and crtiteria for dissemination of funds to CSOs from the national lottery and games of chance.

 In Montenegro, there are also networks of related NGOs. The greatest extent, those  are  assosiations  of NGOs dealing with social issues. Their role is expressed in particular at the local level, where these unions managed to initiate the formation of specific organs-  Social Councils.
