I.3. Development and functioning of coordinative mechanism

The newest development is the creation of the Office for Non-Governmental Organizations within the Ministry of Public Administration of Slovenia, which is competent to address the horizontal issues of non-governmental organizations (NGOs). The Office is responsible for preparation and enforcement of measures for strengthening the civil dialogue, i.e., to promote the participation of NGOs in the process of preparation and implementation of public policies and to support better policy and regulatory environment for the development of the non-governmental sector.

The priority tasks of the Service in the area of cooperation with non-governmental organizations are:

  • ensuring better policy and regulatory environment for the NGO development: supporting regulation of the NGO position and establishing working conditions for the Permanent Inter-ministerial Working Group to address open issues in cooperation with the Government of the Republic of Slovenia and NGOs; regulation of volunteering in Slovenia;
  • providing funding for the projects of NGO networks with a view to strengthen NGO capacities: implementation of measures to promote  the development of NGOs at the national level – budget funds; implementation of the Promotion of the Development of Non-governmental Organizations, Civil and Social Dialogue’s priority guideline as part of the Operational Programme for Human Resources Development – funds of the European Social Fund and the Republic of Slovenia Budget;
  • strengthening the cooperation with NGOs and promotion of the non-governmental sector: organization of meetings and conferences; NGOs and international cooperation.
  • promotion of the NGO participation in drafting regulations: Handbook on Planning, Managing and Evaluating Public Participation Processes; training of civil servants in the implementation and evaluation of consultation processes.
  • monitoring the development of the non-governmental sector: NGO analyses and research.

Office for Non-Governmental Organizations provides funding for the projects of NGO networks with a view to strengthen NGO capacities and to implement measures to promote  the development of NGOs at the national level (from budget funds); implementation of the Promotion of the Development of Non-governmental Organizations, Civil and Social Dialogue’s priority guideline as part of the Operational Programme for Human Resources Development (from the funds of the European Social Fund and the Republic of Slovenia Budget).

Another structure is the Standing Inter-ministerial Working Body for harmonization of open questions in the field of cooperation between the Government and NGOs, which was established in November 2005. Its tasks include:

- Preparation of the comments on the suggested agreement (Agreement between the Government and NGOs)

- Implementation of the Government Strategy on the NGO sector in Slovenia;

- Discussing open questions in the field of cooperation between the Government and the NGOs and prepare suggestions how to solve it;

- Preparing the starting-points for the new negotiation group to represent the Governmental position due to the process of receiving the agreement.

The Inter-ministerial Group is lead by the State Secretary from the Ministry of Public Administration. Its members come from all Ministries (Ministry of the Interior, Ministry of Foreign Affairs, Ministry of Finance, Ministry of Labor, Family and Social Affairs. Four working groups were named in the framework of the Inter-ministerial Group in February 2006 for the following fields (which correspond to four items of the Draft agreement, proposed by NGOs): Civil dialogue; Legal environment; Employment in NGOs; Financing. They all include representatives of NGOs – who are in turn supported by corresponding expert working groups of NGOs (which is a support structure the sector has developed in 2009).
