The proposal for a regulation establishing the Instrument for Pre-Accession Assistance (IPA) III, first published by the European Commission in June is currently under final discussions in the other EU institutions. The proposal for Regulation currently waits on the vote by the European Parliament’s Committee on Foreign Affairs upon the Draft Report by the assigned Rapporteurs and the Amendments proposed by the committee members. Opinions were prepared by the European Parliaments Committees for International Trade, Budgets, Regional Development and Civil Liberties, Justice and Home Affairs. The European Economic and Social Committee also prepared an Opinion, to which BCSDN has contributed to and participated to the EESC study group meeting dedicated for the Opinion. BCSDN welcomes the amendments proposed in the AFET Committee by Igor Šoltes on behalf of the Verts/ALE Group, (which are in line with our Position paper), which should allow “in cases of suspension, the EU assistance to be primarily used to support CSOs and non-state actors for promoting human rights and fundamental freedoms and supporting democratisation and dialogue processes in partner countries”.
