NGO networks have also been weakened; The number of member organizations in ACAC decreased significantly to only 30% of the initial figure, and its activity was limited to a Steering Committee which functioned more as a think tank than as an umbrella organization. After 2005 there was severe friction within ACCA, which is currently not functioning. The CAO also significantly reduced its activity and shifted its mission from advocacy to research and functions only as a think tank. MJAFT activities are fewer, human rights and women NGOs are fighting funding problems and so are unable to network for important issues. NGO participation in the policy making process is low and superficial. The SI indicates a clear NGO stagnation in each assessed dimension over the last three years. A lack of financial resources, high donor dependence, substantial decrease of advocacy activities and the diminished impact of those undertaken on governmental policies, decreased membership in association and networks and reduced services for the existing ones, are some explanations for this stagnation.
At the end of 2008, OSFA discontinued the NOSA scheme (The Network for Open Society in Albania), focusing more on working with strategic partners according to areas of specialization as well as other civil society organizations at all levels.
According to a survey applied the Human Development Promotion Center (HDPC) and Euclid Network in 2008 NGO participation in networks has also declined; About 55% of the respondents in the survey declare that they are not part of any formal network. 35% of those that declare membership of networks participate on both a national and international level, while 53% of NGOs are members only to local networks.
