USAID has reduced its support to civil society, but is still the most important bilateral donor, followed by the European Union, EU Member States bilateral assistance, the World Bank and Open Society Institute. USAID support is focused on two strands: Civic Advocacy Partnership Program (CAPP) II (August 2008 – August 2013), managed by Center for Civic Initiatives (CCI) provides direct sub‐grants to local CSOs to conduct advocacy campaigns, watchdog activities on key political and socio‐economic areas essential to EU integration, training and technical assistance to local CSO partners and monitoring performance of government (budget: 5,700,000 EUR). Sustainable Development of the Non‐Profit Sector in BiH (CCSP) (2004-August 2011), managed by the Centre for the Promotion of Civil Society (CPCS) is supporting creation of a creation of an institutional and legal framework, and promotion of civil society strategy (budget: 320,000 EUR). The US Embassy also has a fund for small grants to CSOs and civic education activities.
The European Commission support under IPA 2007-2009 is launched mainly through technical assistance mechanisms on issues such as: Capacity building of Civil Society to take part in policy dialogue (1,5 million EUR), Reinforcement of Local Democracy Implementing Agency (1,5 million EUR), Support to NGOs active in the field of the fight against corruption (475,000 EUR), TA assistance to support civil society (3 million EUR); partnerships in environment and natural resources (1 million EUR) and projects to strengthen civil society dialogue (3 million EUR). EIDHR support amounts to additional 1, 2 million EUR, while IPA Cross-border Cooperation approx. another 9 million EUR. CSOs are also eligible for Community programmes such as Youth in Action and the 7th Research Framework Programme.
Other international donors include the Dutch embassy through the Civil Society Fund, Matra (matchmaking funds for Dutch‐Bosnian NGO partnerships for activities to strengthen pre‐accession and good governance) and Matra – KAP (small grants for development cooperation). 2011/12 is the phasing-out year for Dutch support. Swiss Agency for Development and Cooperation (SDC) supported a 2‐yer project with a budget of 850,000 EUR to strengthen the role of CSOs and citizens in policy dialogue and the decision‐making generally as at the local level. Sweden/SIDA continues to support Bosnian CSOs through its national NGO implementing partners, Kvinna till Kvinna (institutional and programme funding to 11 long‐term women’s NGOs), Olof Palme (which works with a range of human rights‐oriented CSOs, trades unions and also political parties), Forum Syd (youth) and the Swedish Helsinki Committee.
