There is a certain amount of funding to the NGOs in public benefit available from the State budget; however, there are no specific legislative mechanisms how it is allocated. The state budget, however, primarily targets specific organisations and just a small share (around 10%) is available through calls for proposal to organisations registered in public benefit. For 2010 budget this subsidies amount 10 612 600 BGN (around 5 306 000 euro). 9 812 260 BGN out of them them are to be distributed among 26 organizations, named in an Appendix. Only 800 000 BGN will be provided to NGOs in public benefit. The procedure and detailed requirements are further specified by the Council of Ministers.
Procurement notices are handled by an Agency which holds a registry of the procedures.
EU funds are allocated through the state administration which creates specific administrative burden to the applicant organisations, adds to the bureaucracy and formality of the procedures.
The state budget funds are available with the approval of the Council of Ministers.
Attempts for developing good governance principles and Code of Ethics are currently underway. The consolidated efforts of the Civic Participation forum are to enhance the public image of the NGOs in Bulgaria and to streamline civic participation.
There are no lottery funds available to CSOs in Bulgaria.
Concerning municipalities in general they have limited resources allocated by the budget. Protracted decentralization of the financial revenues results in limited funds for the local CSOs. What can be pointed as a good example of cooperation is the delegation of service provisions from the municipalities to social organisations
