The five most important foreign donors for CSOs in the country are:
- NGO Fund – established under SEE by Norway, Island and Lichtenstein
- Central and Eastern Europe Trust for Civil Society
- Black See Trust
- Norwegian Embassy
- European Union (European Social Fund, Community Programs and Transition Facilities Programs)
In 2010 the Suisse Mechanism for NGOs will be launched to support CSOs in capacity building and support to Roma as vulnerable group. After accession in 2007 the ECD was replaced by a Representation. They are still funding NGOs on communication issues such fairs, conferences etc. Currently there are still pre accession programs running such Phare 2006 program for civil society (approximately 8 million Euro) and Transition facility programs (on anticorruption and vulnerable groups with a budget of 7.5 million Euro) In 2008, it was launched the first call for proposal under European Social Funds where NGOs were eligible to receive funds. At least 100 million Euros are contracted for NGOs projects, but the mechanism is extremely administrative, the contracting takes more than 6 months after approval and payments are usually late, the reimbursement takes between 6 to 12 months. Big NGOs are facing bankruptcy due to the deficiencies of the ESF. At the moment the EU funding (including structural funds) does not exceed 50% of the CSOs funding.
