On 19 October 2022, the European Parliament adopted a report on the draft general budget of the European Union for the financial year 2023. Two worrying amendments were added to the report, criticizing the European Commission for allegedly financing campaigns promoting the hijab and radical religious and political organizations and is calling on the Commission “to impose to the beneficiary organizations of the CERV program, a program aiming to protect and promote Union rights and values as enshrined in the EU Treaties and the Charter of Fundamental Rights, the signature of a Charter committing them to respect [EU values] before making funds available”. The administrative and financial burdens CSOs face in appealing these decisions are huge, and their reputation is jeopardized, which can intimidate and dissuade other organizations from engaging in similar activities.
