CONCORD, the European Confederation for Relief and Development and Open Society Institute Brussels have published their position papers on the newly-formed Civil Society Facility under the European Neighborhood Policy (covering Easter Europe, Caucasus, North Africa and Mediterranean countries). The CONCORD Statement and the OSI policy brief “From Funder to Partner? Prospects for the European Neighbourhood Policy’s Civil Society Facility” echo the concerns and principles the EU needs to support when working with civil society voiced by civil society under the IPA CSF. The two positions, among others call for investment in existing structures and networks to provide for ownership and sustainability beyond the support, coherence between policy and funding support and cost-effectiveness, issues outlined by BCSDN in the Blueprint for the Future of the IPA CSF in July 2010 and the policy paper “The Success and Failure of Pre-accession Policy in the Balkans: Support to Civil Society”.
