Some of the most influential CSOs from Montenegro suggested to the European Commission to “seriously consider” the activation of the balance clause, that is, to freeze negotiations on Montenegro’s membership with the EU. A paper prepared by Institut Alternativa, Center for Civic Education, the Center for development of NGOs (CRNVO) and the Center for Monitoring and Democracy (CEMI) was delivered two weeks ago to decision-makers in some of the EU member states. It notes that the lack of internal reform dynamics and the level of resistance to change showed by the Montenegrin authorities, are a reasonable basis for the EC to consider freezing the negotiations by activating the balance clause.
