Partnere per Femijet: State Funding for CSOs to Improve the Rights and Lives of Children and Youth in Albania

On the 30th of October 2015, Partnere per Femijet, one of the BPPF grantees for Albania, organized the launching event of the policy brief “The Situation of State Funding of Civil Society Organizations to Improve the Rights and Lives of Children and Youth in Albania”, in the premises of Mondial Hotel.

At this event, representatives of civil society organizations, local government authorities, the Agency for the Support of Civil Society (ASCS), representatives of the Ombudsman’s Office and young people from the four target districts of the brief (Durres, Elbasan, Lezhe and Tirana), discussed upon various issues related to the sustainability of civil society organizations working with children and young people.

The aim of the policy output was to better understand from local CSOs and young people perspective the perceptions of how civil society should be funded, the reality of public and private cooperation, the need for better legislation and policies to ensure equality of access and sustainability of CSOs offering social services to children and young people in Albania. To this end, the added value of the research was the inclusion and participation of young people that had previously not been asked for the most part their opinion on their participation in local government planning or decision-making on services for them. Recommendations were compiled for both the central and local government.

This policy paper was prepared within the Balkan Public Policy Fund (BPPF), as part of the Balkan CS Acquis Project, implemented by BCSDN and its partners, with the financial support of the EU and BTD.
