The Monitoring Matrix is a tool developed as a collective effort of CSO experts and practitioners from the BCSDN network of members and partners and the European Center for Not-for-Profit Law (ECNL). It presents the main principles and standards that are identified as crucial for the legal environment to be considered supportive and enabling for the operations of CSOs. As such, the Monitoring Matrix aims to define an optimum situation desired for civil society to function and develop effectively while setting a framework that can be followed and implemented by public authorities.
The new Monitoring Matrix website is based on the comprehensive Monitoring Matrix tool that has been developed to measure the health of the legal, regulatory, and financial environment in which civil society organizations (CSOs) operate. The new design and features make navigation and information finding easier for visitors, presenting the comprehensive MM tool and extensive research findings more visually to engage the audience and capture the visitors’ interest. The new MM platform is a snapshot of the current state of the enabling environment for CSDev in the region, focusing on key findings and recommendations aimed at improving the EE for CSDev.
The webpage contains the country reports for 2019, following the upgraded Monitoring Matrix methodology implemented by BCSDN Western Balkan members. The platform also enables to revisit the country reports, and the regional reports delivered during the previous years. The Monitoring Matrix research results are summarized into 2019 Country reports and a Regional report that provide a comprehensive overview of the policy and legal framework that governs the civil society in the Western Balkans.
In 2019, the Monitoring Matrix was a core activity of BCSDN’s Regional Civil Society Hub, funded by the Rockefeller Brothers Fund (RBF) and Swedish International Development Cooperation Agency (SIDA).
